cant set timing after cam install????

Default cant set timing after cam install????

ok i just installed my a6 cam into my b7 motor with a y7 (to correct for the 1/2 tooth off) cam gear. i checked to see if the tdc timing marks on the crank pulley lined up with the marks on the cam gear and everything was fine. i checked the valve lash and that was also fine. i fired it up and let it warm up so i could adjust the ignition timing. when it was warm i hooked up my timing light and tried to adjust it. when i move the distributor it doesnt go far enough to get withinn the timing marks. when it is full advanced it is between the tdc mark on the pulley and the other 3 marks (18* 16* 14*). when i drove it it bogged on the bottom end (due to the retarded timing). how can i fix this????? did i install the cam gear a tooth off (retarded or advanced?)
