Default should i ceramic coat a downpipe to use my heatshield

Hey guys, i have a question to ask. I have a steel downpipe and i recently order what is called:
Stealth Turbo Wrap
Uses new Stealth Felt™ Mat to withstand 1800° F continuous
Universal kit fits most turbo applications.

the website is http://www.blrmotorsports.com/suppliesheat.htm. it is the third item from the bottom in the left hand column. it is a thick padding type of material to be wrapped around the downpipe.

the downpipe is made of steel and has been used. the downpipe wrap is a padding type material. i do plan to have the DP sandblasted, and possibly powder coated.

is the powder coating necessary? please give comments and opinions.
