i give u props for taking the motor swap into ur own hands but it can be dangerous if u dont know anything about how an engine and its components work.
wait so you gong to pull the entire engine to tighten the a/c pulley.... thats a little extreme no?
just get a wrench of the dam thing and tighten it....
but i guarantee that will have no effect of your speedo.

That's your a/c compressor, there's no need to pull the engine out to tighten the pulley. And it doesn't effect the speedo.
If you can't get at it in position, take off the belt, take out the 4 bolts holding it on and pull it back, don't disconnect the pipes though.
Is the speedo operated electronically or is it a cable type? the cable might be loose if it is a cable type, check it where it goes into the 'box and at the back of the clock. If it's electronic, check all the connections and the speedo unit on the 'box.
good luck.
