First of all its VTEC not Vtech
i would start off with changing the timing belt if the previous owner havent done so. While you are at it change the water pump. I would work on motor first then work on outside later.

start with the basic bolt ons. I/H/E, cams, cat, spoon headgasket, and a chipped ecu.

those are basic bolts? maybe i/h/e but not the others. IMO just leave the car how it is and work on the motor.

**** the motor, spend your money on a REALLY good alarm and anti-theft devices. A quick search will turn up more than 25 of the cars on the 4 pages of stolen cars were 99-00 Si's. Get your security system down and THEN make it fast. If you don't take this advice, please don't come back crying to h-t saying your car got stolen. I warned you.

the first thing you should do is to make sure your car is in perfect working order.

Your not going to make any "sweet power" on a low budget. Sorry.
