Second O2 sensor will not effect the car correct??

Ok the dealer is telling me that if my second O2 sensor is bad it will cause my car to run in a different mode. I was fixing to tell him other wise, but wanted to make sure first. The freaking morons are wasting their time on the catalyst system thinking that it is causing my hesitation and misfiring problem even though it just threw a code 67 a few days ago. Am i correct about the second O2(cat) doing nothing to effect performance?

I have to reboot my car in safe mode every morning to get to work... some O2 registry error.
I've had code 67 for 26,000 miles. (OBDI Testpipe) and everything still runs great!! Dealer knowledge
