Default Safe to use P75 ECU?

I have just bought an obd1 GSR head without an ECU. I am curious if it would be safe to run the stock ECU for any amount of time. Or, how easy it would be to modify it to run a vtec chip.

What's the differences between this and the P72? I know they're two different ECUs, but what makes them so?
