I had the same prob. with my '97r lip, but this is what i did to get it to fit 'right'
just screw on both ends of the lip to the bumper w/ the middle part hanging down. once both ends are screwed on, just pull the middle part onto the bumper, and voila! snug, tight fit

Is the lip cold? Like mentioned above if it's cold out you may have to warm up the lip a little w/ a heat gun. This will make it so you have a nice snug fit. Also are you trying to install the lip w/ the bumper still on the car? If so take the front bumper off. This makes it alot easier.
Sidebar: It gets really tiring when you see thread after thread of people bashing vendors and/or products when it's obvious the person writing the thread is incapable of simple problem solving and/or asking for help prior to making a "bash thread". I'm willing to bet I could have that lip installed for you in under an hour and it would look awesome. Take a step back and think through what you may be doing incorrect instead of jumping on the computer and flaming a vendor. I've dealt w/ JDMSHIT a number of times and not 1 complaint. Great customer service and the products are good quality.

OK my bad I missed the part about the bumper being off the car. Is the lip and/or bumper cold? Did you try a heatgun? Just trying to help you, if you're mind is made up and all you want to do is sell it then OK.
