Default 14b spooling real late

I was wondering if anyone coudl help diagnos my problem.
I have a 89 d16a1 doch engine in my crx with turbo. heres the relevant setup info.
14b TD05
stock O2 housing, 3" downpipe
2.5" exhaust with catatlyic converter
2.25" charge pipes
DSM intercooler
450cc Injectors runnign turboedit on slightly tuned basemap
Blitz BOV
00 DX manifold custom

Problem: I can barely boost in 1st, about 4 psi in 2nd, and then about 8 psi in 3rd at 4500rpms. Car is quick but nothing super fast (this thing SHOULD move)
One thing I know is my Blow off valve is leaking. The brass piston has worn and it wont work unless I grease it up but it only works for 30 mins of driving. I have a new BOV coming on the way. I think this may be the problem, any ideas?
Or coudl it be my wastegate actuator, I was thinking of using washer to bring it farther from the turbo to increase boost.
I dont think there is any charge pipe leakage.
Woudl a leaky bov vause boost leak so great that spool time woudl increase 1000rpms?
When I grease up the bov, the car pulls stronger, but I still think there is a different problem. Coudl the turbo be gone? It has minimal shaft play and holds 8 psi strong until redline.
What kind of spool times are you guys getting with td05s?

The BOV is your main problem, but you should also check for cracks around the wastegate, as well as leaks in your charge piping.

There were some cracks around the wastegate. I thought they were typical of 14b turbos.
I tried hooking up the BOV to the PVC valve port on the IM and it works beautifully now.
I am goign to try to shim the wastegate actuator, and if that doesnt work, i bet its the wastegate port.
