B16 High Idle. HELP FAST

Just swapped in a JDM B16 second gen into my 92 teg. All is good, it isnt throwing any codes at all (well Code 20 for ELD) but anyway, I'm revving @ 3 grand and theres a bit of a whining sound. What could this be ? I plugged in my old B18 ECU, and the idle came down a bit but.....
My thermostat wasnt moving so I checked the top rad hose, hot...bottom, cold. So my thermostat wasnt opening, I am going to fix that today. Would this be causing it to rev so high ? I wouldnt think.
Need HELP and fast.

I think that the #8 you have listed doesnt have a place for a flathead to go in. I may be wrong I havent been down to look yet.
What about the TPS #9. If I loosen the screws and move that up or down, will that adjust my idle ?

Since you really have no clue whats what or wheres what, id take the car to a shop, and have them tightne the motor up for ya. When ever you do a swap there are always going to be a few bugs to fix, your problem could be that the tps sensor is not on correctly which will cause the motor to rev really high, another thing is the idl steady, or does it fluctuate.

CHECK FOR VACUUM LEAKS! This is the number one cause for high idle after a swap forgetting to connect a vacuum hose or cracked hoses. do not use the idle adjust on the throttle body this will just attempt to mask you real problem. This is only to be used for fine tune adjusting.
