B16 swap, high idle NEED HELP

Default B16 swap, high idle NEED HELP

Just swapped in a JDM B16 second gen into my 92 teg. All is good, it isnt throwing any codes at all (well Code 20 for ELD) but anyway, I'm revving @ 3 grand and theres a bit of a whining sound. What could this be ? I plugged in my old B18 ECU, and the idle came down a bit but.....
My thermostat wasnt moving so I checked the top rad hose, hot...bottom, cold. So my thermostat wasnt opening, I am going to fix that today. Would this be causing it to rev so high ? I wouldnt think.
Need HELP and fast.

is it revving right when you start it?

if it is, check ur throttle cable

spray some carb/choke cleaner on the engine to check for leaks, and check the idle screw and all that jazz.

Also- how much did the idle drop when you put in the LS ECU?
