I'm gonna take a wild stab at this. I believe that it goes around the sleeves to prevent slippage. That's my guess.

its there to prevent from movement, expanding? i don't think it wil stop from sinking but i never looked into it much. i know theres a good chance of not getting it to work right, leading to more problems, but if installed right, will do the job for higher hp applications. but i see it not very usefull because you're likely to crack a sleeve if running that much hp and that hp would have to be from turbo, and more than average hp level. even with sleeveing theres a good chance of not getting the job done right, but it may come necessary if you're runnig for lots hp.
to your original question, i wouldn't bother with block guards for n/a setup.

works really well for fairly low boost setups <15psi and for high revving all motor setups. but to install it properly, you need to have the out-or-round checked on the cylinder after you install it. we've put in a couple that have distorted the bore enough to cause too much blow-by, causing us to have to get the block honed.
