its not throwing any codes, the light comes on and stays on even with jumping the connector above the ECU

yea

i'm running hondata s200 also, p28 ECU and OBD2to1 harness

ok, i just cut the j12 jumper and checked the code. It looks like its 16 (fuel injectors) but the check engine light is flashing way too fast then it should be. It's at around double speed what it normally is when flashing codes.
