no, fuel cutoff is at 7100 rpm... redline is deemed to be 6800.
and there is no f-in way that a Honda tach is off by a couple hundred rpm... that would so mess up your ignition cuz the signal comes right off the distributor, so if the RPMs were incorrect your car would totally get outta whack on timing. Factory NS guages (Nippon-Seike) are very accurate shockingly enough.

mine only goes to 6800, but all you gotta do is rev it until it bounces off a certain point
and about the tachs being off...i believe its the needle itself, not the actual number from the sensor.
