From behind (inside the trunk) use vise grips to take them off, replace with a standard nut and discard those circle shaped nuts!

Do Not Use a Punch...

any other bolts nuts that i need to take off to get the panel off ??

I feel ya I also had no ******* clue on how to remove them....there are two holes in the back of it and there are two bolts in there...the other two are below them....

Open up the trunk remove the plastic panel towards you. There are some bolts you have to take out from inside if you want the whole rear metal license plate off. Not sure if thats what you want to do but thats how u would do it if you wanted to do it... Nice tongue twister huh?
