thats a shitty pic.. is it hollow? ide say either a dowel pin, or could... depending on how small it really is, could be the oil pins between each rocker arm, that engages VTEC and locks in the secondary lobe.

Chad is right, if you look at the size of the dowel in the pic it is smaller than the two dowels you are referring to that are on the block.

If you look closely it is hollow and small which resembles the dowels on the cam caps. Therefore it couldnt be the oil pistons that are in the rockers cause they are solid.
