Default Idle fluctuation problem

The motor is an obd0 b18a and it revs on its own from idle to 3k rpm all the time even in gear which makes the car very difficult to drive.

If I put my finger over the hole right before the throttle plate the idle returns to normal.

I was planning on getting a new tb but im not sure if thats the problem.

How do I fix this?

I cant remember if that means the IACV is bad or the FITV. I think its the IACV. Check all vacuum lines as well by spraying the intake area with carb cleaner, so you know where its leaking from.

I had the same problem on my 95. If you cover the hole inside the TB and it smoothes out the idle it will be you FITV. 60 dollars and 15 minutes later it will be good as new.
