Default Idle fluctuation problem

The motor is an obd0 b18a and it revs on its own from idle to 3k rpm all the time even in gear which makes the car very difficult to drive.

If I put my finger over the hole right before the throttle plate the idle returns to normal.

I was planning on getting a new tb but im not sure if thats the problem.

How do I fix this?

look into iacv or fitv.

i believe the top whole is the iacv, bottom hole fitv.

does it stop when the car warms up?
are you getting a check engine light?
unplug the connector for the iacv, what happens?
