Idle surge?
You see many claims 'cause there's more than one thing that can cause it...
Your '96 might not even have a FITV? I think it's function was incorporated into the OBD-II version of the AICV (that's bolted onto the back of the intake manifold). Take that off & clean it out with TB cleaner. Clean out the throttle body too. Then look for vacuum leaks.
Lets see.... what about other normal tune-up stuff? I don't know whether old/fouled spark plugs (wires?) will make the idle surge, but it's another thing to think about.
