boost control help!!!!!!!!!!

with a manual boost controller can you turn the boost down or just up on the turbo? because when you close the boost controller it prevents are from getting to the wastegate causing it to not open right?

you can only turn the boost down as low as your wastegate spring goes too. So they only turn boost up.
