Idle Problem

I have a 96 civic and whenever its just idling the RPMs go from 1000 to 2000 and it wont stop, it just keeps doing it. When I'm driving its normal. Does anyone what the problem is. Thanks

Vacuum line popped off or PCV valve stuck or off?
