Question about b20 short & long blocks ...
A short block is the lower half of the motor (block, rods, pistons, crank), a long block is the whole motor (head, block, valve cover, oil pan, valve train, distributor, blah blah)
A vtec head won't just bolt onto a b20/b18b block. You must plug the vtec oil feed on the vtec head, and machine the dowl-pins holes on the head to match the dowl-pins on the block. Then you must run an external vtec oil line to the head...

dowel pins for the block, GE sandwhich plate with 2 fittings for your block or just get it tapped, take head and have it tapped for vtec oil line, oil line from block to head, need to use a GSR engine harness
You can buy "stepped" dowel pins on e-bay [same ones inline four includes with their kit] for $20 shipped and buy the fittings and hoses from summit, and plug and tap the block yourself to save $. I did my B20 and have had no probs.
