umm just about everyone knows that a d16y8 came in all 96-00 Ex's and they do have vtec. just because it doesnt say it on the valve cover doesn't mean the motor is vtecless.

The 1996-2000 Honda Civic EX all came with the D16Y8. It is a 1.6L SOHC VTEC motor.
Look for a gold cylinder on the valve cover (a VTEC solenoid) to indicate that it has VTEC. You can check on the block of the motor near where the transmission mounts to be sure that it is a D16Y8.
