Default CEL 45--Fuel system running too rich or lean...

Stock D16Y7 Motor (1998 OBDII). I recently threw a code 45, I hope you tech's could help me out!

Code:
I'm throwing a CEL Code 45--Fuel system running too rich or lean.

Problems/symptoms:
Stutters/bogs when accelerating & between during normal driving.
Takes two cranks to start-up in the morning (I always prime the fuel).

Minor tune-up:
New spark plugs
New air filter
New fuel filter
Oil changed
Timing was off at 18+BTDC so I re-timed it at 16BTDC.

Any suggestions are appreciated. Please help.

Here are pictures of my sparkplugs. I'm not sure how to read them as for telling if they are rich or lean.

Prettylude - So basically a new 02 sensor is in order for this one?

I've changed out the o2 sensor for a used one. But the wire's too short (on the o2)! Damn it...i really don't want to splice it using my old wires to make it longer...

I've stretched out the wires from both ends and it could connect properly but the harness is touching the header. I'm afraid this will melt the harness and cause me more problems.

I guess I will have to use header wrap for the harness to keep it from melting (i hope).
