Default Torquing AEBS Head Studs

right now, I'm installing the head studs.
What i did was I dipped them in non-detergent oil and hand tightened them down into the block, once hand tightened, I used an allan key to tighten it a bit more.

but the thing i want to know is that once i've tightened them down with the allan key, do i use a torque wrench to torque them down?

you pre torque the studs to 10 ft lbs. and two step torque sequence 35 ft lbs and 70 ft lbs for the final torque down...
