Default car is bogging in upper rpms...why?

once my car hits vtec, it bogs out and doesn't seem to want to move. it hesitates right after vtec hits.

motor is a jdm gsr motor
dc sports header
skunk2 IM
cai
msd ignition kit

i had a b&m fpr on with the fuel pressure set at 40 psi. i also had a walbro 255lph fuel pump in because of the zex kit that have that i never use .

i took the fuel pump and the b&m fpr off and put the stock ones back on so far. i have also changed my spark plugs.

i haven't driven the car yet because its been raining. anything else i should look at that might be making my car do this?

fuel pressure sounds kind of low... it should be 46-48 psi with the vaccum hose off and pinched

i thought fuel pressure was from 39-43 psi at idle.

my friend has an itr swap and his fuel pressure is at 42psi and he has no problems.
