No difference between 8lbs and 14lbs boost!

OK I think I'm probably gonna answer my own question but thought I would post it here to confirm.
I was playing with the car up in the mountains yesterday. Started changing the boost up and down between 7 to 14. Honestly didn't notice any difference in power.
My guess is I really need to change the exhaust and downpipe(rather tiny). I haven't had the head ported so that might be the problem also?

Cars runs sorta rich but not to bad. It's tuned to run up to 20lbs but I have never tried it. As far as I know the hondata knew how to add the right amount of fuel no matter what the boost was at.
