wierd shit with my 88 civic dx 4dr

i just picked up this car a month ago and when i get up to a high rpm (not sure what it is i have no tach) it gives out almost like a governor and if i slow back down its back to normal sometimes it varies like i will be on the freeway and i can get up to 80 before it gives out other times i cant get past 75. so far what i have done
1.complete tune up (plugs, wires, cap,rotor,oil change)
2.change out ecu (pm5? i think)
thats it so far anyone else have any suggestions? thanks in advance

dont think its a rev limiter it doesnt seem like its that but i dont have a tach so i couldnt tell you exactly what rpm range and its not throwing any cels starts up fine hmmmmmmmm any other guesses?
without knowing something like that it could be anything
I have a extra cluster somewhere if u interested
it is from my 89 LX

I would flame you for saying that, but I can see you really don't know what a govenor is.
It's a safeguard built into the car's computer so you don't blow the engine up.
You should only be revving the engine to a certain RPM before it excedes the forces that hold the engine together. After you exceed that point, the engine may fail. So, they put in some safeguards to keep you from doing bad things to your car.
There is even a gevenor on most cars to limit you to not exceeding a certain speed. I think most cars are set to about 110 mph.
At that point the computer may stop sending fuel to the engine, stop firing the spark plugs, or things of the similar nature.
It's a dterent makes you NOT be able to drive super suicidal on the highway.
Maybe it helps law enforement catch you or keeps you from blowing out the crappy tires you get on a stock car.
I can't see how 110 helps much other than that - if you hit somethign you're going to die anyway.

so its in the ecu then? sorry to sound like a dumb *** but i dont know anyways if its in the ecu then that is deffinately not the problem because i swapped it out with my neighbors car (also 88 dx,pm5 ecu ) and did the same **** so thats not it maybe i will go to the yard and buy a cluster with a tach and see where the rpms cut off at maybe that will help?
high rpm problem, have you checked fuel volume and a fuel sample for contamination ? also plugged exhaust, also dist. cap pin into coil being broken off is very comon, oh is fuel filter plugged ?.
I have some experience with honda's and 25 mph is about 5500 rpm in first gear, second gear 50 mph is about 5500, 6000 rpm , should get you close with a stock engine, work on the basics first, ECU problems are fairly rare. In my experience honda,s ECU'S shut off injectors at about 7500 rpm's at this point the engine is singing pretty hard.
Less likely are loose pin connections at the injectors , update ground at tps, main fuel relay.
Don,t through your money away or through parts at the car it, too expensive.
