Default DPFI idle surge issue

I had this issue before out of nowhere for a while where the idle would jump up and down, as well as the base idle being around 1100-1300. I fixed it by following this video:
by loosening the bolt on the throttle spring and finger tightening it, which got rid of the surge and my car would idle at 750 rpms. Not sure what that bolt is or how it works. But my iacv was giving me issues where idle would sometimes raise randomly, and on upshifts rpms would hang or raise. I replaced the IACV and everything runs way smoother and no rpm hang and idle is smooth, however it idles at 1100 and after it reaches a certain temp it will rise to 2000 and fall down to 1100 quickly over and over. I am on a d15b2 DPFI. I checked for vacuum leaks (car dies as soon as you cover the intake) and coolant was bled and theres no air when i try to bleed it again. I cleaned the throttle body and fuel chamber thing with carb cleaner and it started idling at 750 and after a mibute or so it went back to 1100 and started doing the surge again. Not really sure what to do anymore. Would resetting base idle fix the surge? Do these motors have a fast idle thermo valve?
