Small Surface Rust Removal

Ok so I recently purchased this car from New Jersey... The thing is basically rust free but I noticed these two rust spots... I want to remove them before they become something big...
I was thinking use fine sand paper to take it down to the metal, then mask off the area and use some combination of either primer and duplicolor (the little tube w/ brush from autozone), or rustoleum and duplicolor, or just rustoleum...
Not too much of an idea what im doing... any suggestions?
And some pics of the rust to get an idea of what im talking about...

well, you will not able to get rid of it unless you go down to the metal, something more like 220 grit.
once you have the area clean up, you can spot repair it with a mini gun(small hvlp gun, not the one they use in helicopter), don't use crap paint from homedepot, it will stand miles away.
with a good feather edge and polish job, u can't even tell it's there in the first place.

see thats the problem I dont have a compressor or a spray gun... I was thinking of doing this as kind of a temporary fix untill I invest in a compressor and all that stuff...
For the trunk lid: sand it down, tape it off, and spray-paint it with Rustoleum. Then put a bumper sticker over it.
For the door, sand it down and repaint it with matching touch-up paint. Put a coat of wax over it.
That'll do well enough until you get proper equipment.
