Default paint keymarks??

is it possible to paint only the area where the key marks are?
if so how would i do it? should i sand it down a little bit, then spray some primer, wet sand a little, spray some more primer, wet sand, spray basecoat, wet sand, spray basecoat, wet sand, spray some more basecoat, spray clear coat x3. then wet sand. polish and wax.

basically, im trying to cover up the key marks along side of my passenger side. it goes from the front fender to the about the middle of the quarter panel. its not that thick either. it got pretty deep. some parts of it you could actually see black. im guess thats the primer the dealer uses. help me. i want to make my car nice and shiney again. haha

any suggestion would be helpful.
