You should post a picture of the damaged/rust area if you want an accurate answer.

First of all, from the pictures it dont look like you need to replace the whole panel.
If you live in a colder climate = mad snow+salt, I'd advise you cut and patch otherwise the rust always comes back.

Unfortunately I didn't know about this 2years ago when we just grinded it down and filled it. The bubbles came right back last winter. We just got doing it the right way.

You'll want a welder if you are not familiar with it.
I never had luck wih POR-15 or similar rust killer/sealer products but it might be something you want to look into if you on a budget.

If you end up cutting and patching you'll need to paint and if you want it done right it will not be cheap.

Out here in the Mid-West, we could do similar damage for around 500. I can't give you accurate numbers unless I see the inside(of rusted area).

Good luck

Well i live in South Nj so it isn't as bad as say Upstate New York. We maybe have real "snow" where is snows more then 2 inches like once or twice. and all the other times it snows very little and i don't think they even really salt the roads.

Depending on the body shop and the amount of damage you could get it for 500-1,000.
