Fill w/light coat of Evercoat Rage.

It doesn't look to bad but once the rust starts you have to cut it out to stop it. Just get the patch panels about 30 a peace and and cut pieces out to repair the damage and repaint the car

You definitely need a new panel. My passenger side looks just like that. It's rotted all the way through, there's nothing that can save the existing metal.

Yep, for everything you can see on the surface, it is twice as bad on the otherside. Just remember, the rust started on the other side, and what you can see is only the very worst of it, so the rust that isn't quite as advanced will extend in every direction for a couple inches.

How can you tell? It looks like all he needs is a cut and weld.

Yeah, there is still going to be quite a bit of good metal there. Worst case scenario on the left quarter is that the rust comes up to the bottom of the gas door, but even that metal would be salvageable as only minor surface rust should get up that high. It could be tricky though, because the metal of the inner fender is probably starting to rust too since it is so advanced oin the bottom of the quarter panel where it turns in. A cut and weld inside the fender may require custom making some pieces in addition to cut-and-welding from a good donor quarter panel.

Yeah all said and done your going to have to start cutting to see how far up your going to have to replace.
