weird headlight problem

Default weird headlight problem

a member in the family recently picked up a 92 civic as a daily driver.

the problem is:

the driver side headlight seems very dim.
(kinda like city lights)
and they pulse/blink with the driver side turn signal.

i checked the wiring to see if there was any loose connections...but all i found was that the headlight wires have been cut...but have been soldered up and taped up. (so nothing really wrong)

anyone have any ideas or what i should be looking for?

tryna avoid a ticket over something like this.
