Default One side works other side doesn't?

Friend just got his hids in and turned them on and only one side works. We can hear the relay click but dont see anything. Tried switching ballasts but still the same result.

My last guess would it be the bulb? What else could it be?

If it's not the capsule (bulb) and it's not the ballast/ignitor, the only thing left would be the wiring.

Yeah, hopefully its just that.

I would post up pictures of the capsule but I only have a camera fone and it won't pick it up. But it did look different than the other. The middle bubble part had a tiny bit of white look on the inside and the top possible looked a little burnt?
