He means he has a dead short to ground.
OP care to elaborate some more on your problem? Pretty vague right now.
Type of chassis? Motor? Which fuse is blowing?
Once that is determined disconnect associated wiring. Reinstall fuse see if it holds, then start plugging items back in till fuse pops. It will give you somewhere to look.
This isn't the correct method, but can narrow down your search, not easy finding a short, good luck.
