Will secondaries work without the Cam switch???

Will secondaries work without the Cam switch???
I have a 94 Ex Coupe with a B18c1... I have no check engine lights and can make out the secondaries activating, but I cant make out the vtec engagement. I visually saw the secondaries open, but for some reason cant make out the cam switch. Can the secondaries open without initial vtec activation??
