Default When to Hone?

I am putting in some PR3 pistons/new rings in my build up of an LSVtec engine. The block has 29000 miles on it and the cylinder walls still have visible cross-hatch hone lines. Is it necessary to hone before I put in the new pistons?

Yeah, you are right. I didn't want to take the crank out, but it is no big deal since I just picked up a girdle and I have to take the bolts out anyways.
I'm not the first owner, the engine was recently pulled by a yard.
