There easy to find, cheaper than b series ecu, have VTEC, when chipped for hybrids, can run a b series motor without knock sensor or IABs for b18c1 which makes it easier cus u dont have to wire that junks up.
somebody correct me if im wrong on anything please.

yes, WannaBFast is right on the money, its avaliblity and price that makes the P28 an excellent ECU, as you know, once chipped it will work the same as a P30 or P61 that has been chipped....
but a fraction of a cost, price of a P28 + chipping is alot lower then P30/P61
also P30/P61 are rather rare ecus as they were only found in for 2 years in OBDI cars, which were sold in very low numbers

pro's: bang 4 the buck, nuff said... a chipped p28 will run about the same as a stock p30/p72/p73, except you will get slightly better gains and can be reprogrammed to match aftermarket parts better than a stock ecu will do.
con's: lack of IAB for GSR manifolds, no knock sensor (bad for turbo hybrids)
obd1 only

yes if you have 92-95 SI hatch it has a P28 ECU. And yes re-chip and sell the ECU coming with your motor.

Second, only the 92-95 Civic Si and 93-95 Civic EX came with a P28 stock.
Your VX has a P28 because it has a JDM engine. A stock VX has a P07 ECU.

was told the p28 ecu was good route for a K24A4 power build with head swap and different pistons. but seeing mostly B series info. was also told to look at a Kpro 02-04 rsx type S PRB ECU but that says it's not legal. not well versed in ECUs so help is appreciated

You WILL need K-Pro. The base ECU foundation could be one of many options, but a P28 isn't one of them. The PRB is the top choice... although if you aren't running a 6-speed transmission, you can use the PND or PNF ecu.
