As long as the swap is of the same generation or newer I believe it is legal, but you cannot swap in a motor from the previous generation.

Engine Changes
Engine changes are legal as long as the following requirements are met to ensure that the change does not increase pollution from the vehicle:
* The engine must be the same year or newer than the vehicle.
* The engine must be from the same type of vehicle (passenger car, light-duty truck, heavy-duty truck, etc.) based on gross vehicle weight.
* If the vehicle is a California certified vehicle then the engine must also be a California certified engine.
* All emissions control equipment must remain on the installed engine.
From the CARB WEBSITE! Good info here.

Motor swaps are legal to a certain degree in CA... engine must be >= to year of chassis, must retain all smog equipment that originally came on the engine, and must be from the same "class" of vehicle (only car engines in cars). And you have to have it checked by a BAR ref.
The last requirement means that you can't put a B20B in your EG, since the B20 is a "light truck" engine, not a car engine. An LS engine can be made legal, it's probably the closest match.

I'd stick with the LS too for this reason. If you don't care about legalities (and are willing to pay ~$250 every two years) then go ahead with the b20.

Wrong. motor swaps are legal, just do your homework. there are two companies who also make CARB legal turbo kits in california (greddy & edelbrock) the best way is to stay legal of course, but its not the most economical.

Sorry...dont live in Cali.
...and yes i know Greddy and Edelbrock kits are CARB legal...but how many people do you know that use those kits. Most piece together their own kit which in turn would make it illegal.

lol, no one. i would use one if it wasnt so darn expensive! most people i know just pay the smog tech under the table every two years. i don't know what happened to the sellers, but there used to be a couple guys here who sold fake greddy CARB badges, they worked too! wish i got a few before they stopped being sold
