Default Weid MAP issue

hi guys, Working on my civic ex 97 LS Vtec with this weird MAP low voltage at pin D17 3.54v

Swap two ECU's
New Map
Wire continuity from ECU pin to plug
Clean g101

Symptoms:

Hard start
bogs and sputter when press gas (neutral)
wideband goo completely to lean
The car at take off bogs and die (not drivable)

Car idle perfect all day, NO CEL.

REV's with carburetor cleaner.

No, Sir this swap has like 4 years.

Map and TPS plugs are fine.

This start like a TPS issue, bogging a little at take off, and getting worse to the point that now only stay at idle and sputter and die when press the gas.

NO CEL.

Apart from the fuel system: Pump, filter and regulator (all new) and Distributor (45k from ITR swap). what can cause this type of failure?

New, TPS and MAP.
