throwing solid cel (no code) with p28 in an lsvtec

as described in title...
throwing a solid cel on a p28 in a freshly swappd lsvtec...
solid cel doesn't throw any codes
funny thing is...
when hookd up to stock ls ecu...
no code

could it possibly be the wiring perhaps?
