Default swap problems...

I have a 99 civic (OBD II) and I have a 94-95 Japanese GSR motor ( OBD I) that I need to swap in. the motor drops in and everything fits perfect...except the wiring. Now, I tried to finish the wiring on my own, but it was a little difficult because i dont have that much experience with swaps, and there aren't really any shops around here that do this kind of thing... and yeah, i've done searches and have found out quite a bit of info... but I did bring it to a shop here in town to help. after about two weeks of them having it, now they are trying to tell me that I can't swap the motor in unless I convert it to OBD II and the cost of parts will be more than a new engine.
There are no emission laws here in madison, WI so I'm ok in that respect... but I know that he's lying. I dont know what to do now. I know I need a OBD II to I ECU jumper but to wire the engine , what do i need?? SHould i use my old civic DX harness? I have the GSR engine harness that came with the motor and my old civic engine harness.... and I also have a GSR main wiring harness and would basically run through the car and then plug into the motor.
what is the simplest way to just get this car to run? I dont want to get rid of my intake manifold and want OBD I.. someone please help...
I've been without my car for over 2 months... and it 's my daily driver...
AND if anyone KNOW's about any place that has done this swap before or anyone of you has done it yourselves... If i could get a number to call and talk with someone....
I've called someplaces.... but no seems so have done this swap before anywhere around here....
any help would be awesome...

buy a obdII to obd I adapter and swap it all over to obd I. thats the way i would do it.

get the 0bd I conversion...ur gsr harness should plug to the gsr motor..cant use ur dx harness cuz it has no vtec wire...the vtec wire is a single green wire...u do need the obd1 ecu conversion.. cant use stock wont run the vtec bro.. what is ur main problem? u have the gsr motor, gsr harness, what do u need ecu or re-wiring the power wire and crank trigger wire to the distributor??let me know whats wrong? i have a 96 dx swapped gsr ob2 and everythings plug and play, jes a few minor adjustments but runs fine....email me back and let me know
