Default running lean

Well this question may be a stupid one but... Just got done with swap 97 us b20b4 int 97 dx hatch, and throwing code 45 which when hooked to a scanner says that it is lean. I havent got fule pressure regulator or guadge yet. Do you think that I would be safe with the regulator and guadge, will this fix my problem. Or do i need these and a new pump(which I was hopping to wait on) to replace my stock dx fule pump.

with running too lean, I would definitely replace the fuel pump first.
