there was someone on here that brought a factory honda block or a dart block and It dident come with the stamp on it...So he was going to stamp the block like b16a or something like that.
IANAL, but fraud laws will only apply if you're actually trying to defraud somebody. You can roll back the mileage in your car all you want; scratch out your VIN and replace it with a picture of mickey mouse; change the "civic" logo on the back of your car to read "hummer." Nobody will give a rats *** UNLESS you try to pass the false information off as real.
If you roll back your odometer to 50k, then advertise your car as having the actual mileage, you're fine. If you advertise it as 50k, then you're guilty of something.

I'd have to argue with the idea that it's not illegal to remove your VIN number! Heck, unless I'm wrong there is a section in the Vehicle Code that comments on covering it up.

OK, you called my bluff. I actually had no idea what I was talking about.
So I went and looked up the section of the Ohio revised code that deals with removing a VIN. Link: http://onlinedocs.andersonpubl...s&2.0. Any lawyers out there care to interpret?
To me, it appears to make 3 things illegal: removing the VIN after you've stolen the car (so they can get you even if they can't prove it), removing the VIN in order to sell your car illegally, and failing to re-apply your VIN if someone else removes it. Which I guess means you'd have to re-apply it within 30 days even if you removed it. So I was probably wrong in my original post, but dammit, it's confusing.
