Im not sure if it has more power right out of the box, the b16a head lowers compression a little. but it gives the flow characteristics of a type r head, if you add some skunk2 stg 1 cams and upgrade the valvetrain you will have a slightly more aggresive engine then an itr. Now with lowering compression you can slap a turbo to it and run it that way...or get some after market pistons and rods and have better than a itr for a little less.

Type-R, Hype-R, just boost a GSR, LS, B16, anything, low (7 psi) in any Honda motor will smoke all NA honda's and most mustangs, cameros, vettes too.
Bang for the buck, boost what you've got! :-) (unless it's a D series, then just forget it, they're only good for "N20 experiments"

He didn't ask if he should get a turbo or not. Of course a honda will go faster with a turbo on it. He asked which head would be better so try answering the question.
