Default P28 and hondata

If an ECU is preped for hondata(had the socket installed) and the hondata s200 is not hooked up will this throw the CEL?

My CEL is on(no blinks) while the key is ACC, while the car is running, and while I jump the service connector. It does this in each(not all three at once). I searched around and found that if this happens A: the ecu is not getting power, or B: if the ROM is bad on chiped ecu's.

I just did an obd0-obd1 swap and the P28 I'm using was already socketed and I dont have the s200 yet. I will test for power to the ecu tomorrow, but if someone knows anything about this, please help.
