Default P13 solid ecu cel

I have a 93 civic with an h22a. I noticed that when I turn the key on the cel light is solid. So I unplug one sensor at a time to see if it changed anything. When I disconnected the vtec solenoid valve sensor plug the light flickered for a second. It was solid when I turned the key on and when the relay clicked the cel light flickered once and still stayed solid. If the Vtec solenoid is plugged in it doesn't flicker, but if it is plugged in it flickers once. I ran a new wire to the ecu from the vtec solenoid and I got a solid cel still. I try jumping the wire for the ecu and it stills shows a solid cel and the relay still make the clicking noise like i didn't even jump the ecu. V-tec is not engaging, but the ecu isn't in lymp mode. The car runs great, but no v-tec . Does this mean the solenoid is bad, or is it a short in the wire? if it was a solenoid it would give a code right? I also checked my vtech pressure switch wires and they seemed fine.

Any help would be greatly appreciated!

if the ECU was bad then it wouldn't run like normal would it. It runs smooth and revs to 6800 rpm just like normal without V-tec. So do you guys think it is a bad ECU or a wiring issue. I used my old P05 ecu, which is my old ecu before I did the swap and it shows a solid CEL too.

is there any fuses I should check, and if so which ones. If it is the service connector shorting out how to I know fix it. Any input would be great.

Nobody? My main relay clicks everytime, so I'm pretty sure its not that. One strange thing I noticed is that even when the wire is jumped it still makes the clicking noise. Before when I would check codes it wouldn't make a clicking noise as it flashed. Please someone help.
