Default HELP! Solid CEL light

OBD1 B18C1 in an OBD0 DA integra, with OBD0-1 conversion harness, and P30 ECU...
Car starts up fine...get on the road and pick up speed, then when the engine drop below 2kRPM solid CEL comes on...Then I turn car off and turn it back on and now the solid CEL is gone. Drive again and then when it drops below 2kRPM again the CEL comes on again. What is WRONG!?

Also, when the CEL is on there is no VTEC. Then when I turn the motor off and turn it back on again VTEC works fine until the CEL light comes on again.

I had a pr3 obd0 that did the same thing. When a obd0 ECU has a light that doesnt blink it means bad ecu. Mine was a bad ecu due to a bad reprogram job i sent it back and he redid it and it worked fine.

i know this is prob a dumb question but.....you say that you get a solid cel and then you turn the car off..it goes away...yada yada...but do you jump the service connector in between then cuz when you get a cel its always gonna be solid until you jump the code...just wonderin...
