Default H22 civic EGR help! EGR solenoid problem?

I made sure none of my vacuum lines are clogged or out of place(I have checked them several times), cleaned the carbon out of my egr valve, cleaned the egr ports in my intake, and checked my wiring several times. the last thing I could think of was the EGR solenoid. I tested it by grounding the solenoid with the key on and it clicks. I also vacuum tested it and it allows air through the filter while the solenoid isn't grounded. But when I test it while the car runs it doesnt seem to work. I apply ground the solenoid and it clicks, but the car doesn't bog down the slightest bit. So i did more testing. I found that while the solenoid is engaged it doesnt allow air to pass through period. I tried sucking and blowing through the hose while it was grounded and it nothing was going through.

any help would be extremely appreciated.
I've been plagued with this problem for a year now!

thanks Rob

Isn't the egr solenoid supposed to allow vacuum thru to raise the egr when it is grounded? Does the car have to be warm before testing it? those are mainly my questions.

the EGR is not a simple on/off device from my understanding.

You're better off concentrating your efforts on getting a chipped civic ECU running your h22. knock, IAB and EGR just over complicate things.

Have you gotten the neccesary parts from the prelude body with the h22 swap? I believe there's another solenoid and there's some extra lines that aren't included with the swap.
