On gsr bottom/b16 head swap ...best ecu gsr or p28????(both chipped)

Default On gsr bottom/b16 head swap ...best ecu gsr or p28????(both chipped)

ok i have a gsr block W/ b16 head, typeR intake and cams
went to get the ecu chipped
The place tells me p28(chipped) makes(5hp)more than if i get my gsr ecu chipped
bullshit (yes or no)???
also whats the best program to get ?
do these guys doing it out of their garage have the real programs?
what does well through out the whole rpm range.
b/c i put in my friends chipped p28
AND lost alot of bottom end and mid but flew above 4500.
